Probably not, because the chips used are not made for very high resolution video and audio. The Pi's were started as a way of teaching school kids about using a small board computer to control stuff like robots, etc. They were not made to be used as a graphics workstation or UHD resolution.

No, not video.
Some people have managed to get a 4K desktop running slowly. The hardware acceleration in the chip is designed to handle up to HD (1080p h264) video, so 4K video would have to be processed in software and that means pushing huge amounts of data around at speeds that the Pi 3B can't really handle.

Wait a second, the RPi has an HDMI-Connector that only supports 1080. Use a 4K Wallpaper does not have logic (except if you use VNC - if you do it, the connection are going to be so slow)

No, the standard HDMI connector on the Pi supports up to 4K.
