If you are up for storing settings only, you could trace every change that you've made and store it in a script that applies these changes to a new installation that is backed up along with config files.

There is high chance for this to happen.
It crashes that bad sysrq keyboard shorcuts wont even work.

Why Debian?

I'm curious whats the reason behind using Debian and not Fedora for Pi as it makes it harder to e.g. program in web assembly or c++17 and other 'new things'.
I know that up to date neither Fedora nor Debian are suitable for Pi as they are without Foundation's modifications.

As far as dongles get signal from their antennae and not from the one from my rooftop connected with the faceplate they are of no use as in such rural area they won`t catch the signal.

If you mean you want a wireless connection between the antenna faceplate (the picture you've shown) and a Pi you're going to need something very specialised (read expensive) and probably struggle to get enough bandwidth (depending on how many muxes you want to send). Wirelessly connecting it to Pi is a key factor.
