My memory may be off, but I don't think the microSD card in my Pi 400 kit came with NOOBS. I think it just has Raspberry Pi OS on it (32 bit). Earlier posts imply you're on a Pi400 instead of Pi4. Pi400 I believe the connector further from the USB-C is HDMI-1, with the one next to it is HDMI-2. That is true, I'm on a Pi 400. For the record, I did figure out a way to get the 64-bit LibreOffice on my Pi 400's 64-bit beta OS.

However, things are a little messed up since trying to further improve my Pi 400 by trying to set up boot from SSD.
