Exchange rates may be affecting the cost - the stock may have been bought when the rate was significantly different.

Is your Pi not performing as you need it to? Unless you're seeing actual performance being impacted, overclock it won't net you any gain as the CPU governor will automatically scale the processor speed depending on the load. As above. It works fine, it won't thermally throttle unless you put it in a warm place such as direct sunlight, or a volcano, and it costs almost nothing to leave it on 24/7

Nothing.
You've been recommended that several times, there is no need to use any radiators / Heatsink etc at all with what you plan to use the Pi for.

Use a voltage regulator with current regulation.
