I did some searching on here and I tried unplugging everything from the Pi 4 and then applying power. No four blinks, just a steady green LED. mariadb-server-1.3 is automatically removed if you install mariadb-server-1.0 with apt. You have only one MariaDB server installed, but not the latest version, available for Debian Buster.

apt show mariadb-server mariadb-server is a metapackage only. Removing it did not remove the server package itself. You should have called apt autoremove --purge after that. Installing mariadb-server-1.0 automatically removed mariadb-server-1.3 as these packages are conflicting. You will get errors...
