I think it is trying to say it is not a good idea.

Have a single process that writes to the neopixels, then have other processes each telling it what to write.

I see inference time for Pi4 is is ~500 times slower than your server. That's quite unlikely unless the server goes the GPU way. Did you tested a non-gpu inference script on server too? And beware of fakes if those 10000mAh batteries are 18650 cells, then be sure it's a fake or scam whatever you want to call it.

Even 4200mAh is suspiciously high for an 18650, most cells claiming that are bogus too. Just search "18650 4200mAh", see what you got.

Yep, use a pi rc servo example. Servos and ESCs use the same pwm encoding (== frequency, pulse width).

As a safety measure, some ESCs require the user to manually cycle the throttle up and down before actually powering the motor.

Copper pipe is quite difficult to work with. Thin PVC electric conduit pipe is easy to cut, bend with heat and enlarge to join segments.

You can try to use the tacho signal line but I doubt it works without powering the fan. And if it is powered, the fan will spin on its own more than from wind's airflow

Yup, the page says the motor has 40 ohm/coil, current would be way too high for pi.
Don't be so shy about extra things, a board like drv8833 can be small, simple, cute, cheap and solves your problem.

A while ago I used esp-link as a tcp-serial bridge to talk to a remote arduino.
It allowed me to even host a simple webpage on the ESP which was used as a browser/javascript front-end for the serially connected arduino.

If it isn't motorized you first have to think at what type of motor (DC/AC, geared or not, rc-servo or stepper maybe? what torque/power, etc.) would be suited for it and how to attach it. Once you figured that out, you may continue asking questions regarding interfacing/coding issues.
