Possible? Yes
Worth it? Probably not. From my experience on my 4B 4gb, even when overclocked, a PaperMC 1.16 server can be pretty laggy. However, a PaperMC 1.12.2 server works great. Your luck may be different, but for me even with 2 players my 1.16 server was laggy on a Pi 4.

In Menu Settings the icon is shown as "/usr/share/lxpanel/images/my-computer.png" however the icon itself does not show. I do not see a "start-here" icon in that directory. You just type "start-here" with nothing else in the icon box. No directory, no /, none of that. ...

You need "Add/Remove Panel Items"
and add "Menu"

However, if your panels are glitching, you may have an SD card problem or weird bug happening.

The swap you're specifying is a swap file , not partition. Though a real swap partition should be helpful. Put the SD card into another Linux PC (or create a bootable USB for your Pi and use that) and resize the root partition of the card to make it 7gb smaller. Then create a new partition formated ...

If you can still remove packages (probably)...

Thanks for your help everyone. I got my Pi to work at 2250MHz, but it would get too hot during CPUburn and would crash when I ran some apps (like Minecraft).So I'll stick with 2100MHz for now.

Now, what about GPU overclocking? Can you go above 750 now?

Open the Task Manager, and sort by CPU usage. In my experience, the main culprits are either the package manager or PCManFM (which is a problem in itself, but that's not the point).
