I have had nothing but problems recording IR signals using irrecord and any remote that doesn't follow the standard encoding and forcing me to use raw mode. All of the remote files go into the directory
/etc/lirc/lircd.conf.d

You can then send from any of those files, by specifying which remote you want
irsend SEND_ONCE remote1 KEY_POWER
irsend SEND_ONCE remote2 KEY_POWER

Your remote file doesn't look exactly like mine, but it doesn't look like a normal RC6 file either. One of my remotes requires RAW mode to transmit and I found with 4.19 that gpio-ir-tx would not send my known good codes. Eventually I found a post to try pwm-ir-tx and all of my raw codes transmitted...
