Also, I'm not sure if Raspberry Pi OS will run properly in 4 GB, even in its Lite form.
Yes several things cannot handle 4GB due to the addressing. If so, then just use the 2GB model, which should be fine.

if you monitor `dmesg -w` on the host that is running rpiboot, and also flip on BOOT_UART=1 in bootconf.txt, and use a BOOT_ORDER that includes rpiboot, then you can get a lot of debug as it boots up 1. I am having troublke flashing the eMMC on my CM4 iGB / no wireless / 32GB eMMC. The rpiboot.exe says running server then server done but no mass storage device appears so I cannot flash it (using Win32DI). Then sometimes it says wrong length (0 or -1 vice 4) so out of about 20 or 30 tries it appears...

Is there a conditional filter for config.txt that is specific to the Pi 400? The filter [pi4] will take effect on pi 4 and pi400 but I want to discriminate in config.txt. Can this be done please?

Try setting an explicit monitor resolution in config.txt - most likely the GPU can't work out what you have connected to the HDMI socket and is outputting composite video.

Startup now waits at this point until the Esc key is pressed...
If you have turned on IP, then this is the correct behaviour unless you add a USB/Internet dongle. If you turn off IP then it won't pause.
