i use the "Sd card copier" using a VNC connection to my pi.
yes, i do have the graphical desktop... it's used both headless and with output to my TV.
works great.

you can set the resolution manually:
in /boot/cmdline.txt (add to the front/end of the line, NOT a new line)
-- IMPORTANT NOTE: for Bookworm, the file is at /boot/firmware/cmdline.txt !!
video=HDMI-A-1:1024x768@60D
(or whatever resolution you want)

try powering down, remove the SD card, apply power. you should get the diagnostic display.... you did not mention if this was a new setup, or existing (with a monitor known to work). if you get the diagnostic display, I'd update the bootloader, then start with the "boot problems" sticky on...

its a folder.
things beginning with a "." are hidden.
you need to turn on "hidden files" in the file manager
then you should see the .config folder

then maybe the SD card is bad or fake. Try another card, the best are "a1" rated.
suggest using a "name brand" SD card. i use sandisk samsung, or other major brands.
