Raspberry Pi Trading has used (still uses ?!)
Collabora as contractor for their software. They seem to know their stuff, as far as Linux and open-source is concerned. I figure their services are everything but cheap, though.

There have been a number of high-profile DDOS attacks using
public NTP servers as multipliers. This has lead to agressive
filtering and blocking of NTP in many corporations. This might be the case for you too ?

The Raspberry Pi 1 is too old to have full OpenGL 2(?)/3 compatibilty via the VC4 Mesa/DRM driver. You will have to use the "legacy" firmware-based Broadcom OpenGL ES 2 stack, which was used to power Qt5 (and probably Kivy, been too long) with impressive results.

Yes, the "bootloader" (used to be bootcode.bin) and firmware (start.elf) are related, but different "files" (the bootloader in the Pi4 is stored directly in EEPROM, not on an SD card) .

Did you check if you can use poll()/select() from Java ? Those Linux-specific syscalls seem to be built
for this very purpose.

Use the "signal" mode of raspistill. You can send an "UNIX signal" to raspistill and it will toggle between recording/paused. Search for "signal" on the raspistill documentation page.

No, the WiFi chip is not acting as an SD card controller on any Raspberry Pi. All Raspberries habe two SD card controllers, and on the models with WiFi one is used to control the WiFi chip, while the other controls the SD Card.

Try adding the "nofail" option to your md entry in the fstab. systemd hard-fails the boot process if drives are missing by default.
Are you using an initrd or initramfs ?

LibreELEC is a Linux-based OS which solely runs the media center software "Kodi".
It is not a general-purpose operating system (no package management, for example).

Do you have software developers on your team ? This might be possible without developers, but i would doubt it would be a sensible use of your (non-developer ?) teams time or resources. The easiest solution which would not need developer involvement would be trying to get FreedomBox or PirateBox run...

Der Pi nur unterstützt nur Kameramodule der Foundation. Drittmodule werden von der closed source GPU-Firmware nicht unterstützt, noch enthält sie das jeweils notwendige Grob-und-Feintuning der ISP-Pipeline.
