First guess would be that there is a DHCP server on your network that is advertising that IP for the dns server. I changed my router last week, and up until then, I was able to access both the Internet and my LAN from all 8 of my PIs. The error implies that the file /usr/lib/python3.5/encodings/aliases.py is corrupted or missing. A quick fix I'd try is to create a new uSD card. If that works I would dispose of the old uSD card.
