Have you disabled the default WiFi power management feechur?

sudo iwconfig wlan0 power off

Bullseye doesn't appear to have the python alias. Open a command window and type this (blue text): which python If it returns pi@raspberrypi:~ $ which python pi@raspberrypi:~ $ then there is no alias. So create one with sudo -s cd /usr/bin ln -s python3.9 python exit Which should return pi@raspberry...

What does sudo fdisk -l show (with the stick plugged in)?
What does dmesg show (just after you plug in the memory stick)?

Has your SDCard gone read-only.

fake-hwclock stores the time in /etc/fake-hwclock.data at 17 minutes past every hour. If the SDCard goes read-only that file will remain locked in time forever.

You can disable rc.local from the command line. It's a systemd service that runs it.

sudo systemctl disable rc-local; sudo reboot

Sorry, I have no idea how you're attempting to get an Android phone to ping anything. So I can't help. Try pinging the Raspberry from some other station on your network.

You're out of luck, Win IoT is UNSUPPORTED and has been since February 2018.
It was never supported on RPi3B+ nor 4B (those models launched after Win IoT was dropped by Microsoft).

It's a one-shot process that makes the system run sudo systemctl enable ssh for you. Once that's enabled it stays enabled.

Debian has August 2022 as end-of-life for Buster. The RaspiOS end-of-life usually follows that by some time delay.

Unless that script also makes the config changes to switch over to KMS, you will end up with tearing when dragging windows about and other visual nasties. If you do use that script, make sure you also make the changes to /boot/config.txt described in my first post above. Isn't that just for RPi4Bs ...
