Hard to say what the problem is in your case. But try by unloading the bcm2835-v4l2 module first.

I do not know the details of the html pages in the Janus software, but very a simple solution to your problem would not be far from identifying and modifying the source code of a couple of html pages handling the login/leave requests. Yes, I think by default the Janus webpage of the videoroom plugin asks the user (subscriber) for the username before entering the default room. But you can easily customize the web page and make this process automatic.
UV4L can also join a given room automatically.

You can install Janus on the rpi itself and make UV4L stream to Janus on localhost to which your clients can connect simultaneously.

In general the uv4l service is not supposed to be restarted. If you do this, make sure all the processes accessing the video device node are terminated first.

You should check which enabled options need UV4L to write to disk (e.g. webrtc statistics). Some options enabled by default might require it to write to ramdisk only (i.e. /tmp or /dev/shm). In any case, there are no "hidden" writings to the fs.
