My first though is using use a small DC motor with a flexible length of wire attached to it and a weight at the other end of the wire. When you turn the motor or, it'll spin and as it does, the weight are the end of the wire will strike the gongs\bells.

ANSWER:

I needed to ENABLE I2C in raspi-config. That might be a nice thing to put in the documentation - or even the runtime error!

Have you enabled the I2C device? I.e. does a file /dev/i2c-1 exist? Try raspi-config interfaces.
