I think the Pico can do that but it will be a lot of work in C with Pico SDK.
Not sure how camera is setup, but have you checked the camera is not pulling current for its internal operation via USB port? (for whatever reason there could be)

Before other replies come in I wanted to point out, if you're not already aware of, the existence of CHDK.

CHDK cannot solve my problems. I want to dynamically change camera settings on the go and get the pictures over the air.
