Raspberry Pi started with the CM4 to have support for Hardware Timestamping (PTP). I am very thankful to all the Raspberry Pi Foundation for making this a reality. I think the Pico can do that but it will be a lot of work in C with Pico SDK.
Not sure how camera is setup, but have you checked the camera is not pulling current for its internal operation via USB port? (for whatever reason there could be)
