I have a strange issue, yesterday I've got my new RPi 3 and I Installed OpenElec 6.0.3. on it so far so good.
But when I'm Looking at the Hardware Information on Kodi I got This:
CPU: ARMv7 Procesor rev 4(v7.I)
BoGoMips: 76.00
Hardware: BCM2709
Revision: a02082
Serial:***************
CPU temperature: 82 C
CPU speed: 1200
CPU speed is right but CPU and Hardware NOT imo
This is what it should be:
Quad-core 1200MHz 64bit ARMv8-processor (BCM2837 chipset)
or am I wrong here?
Is this a OpenElec Issue or Do I have a wrong RPi3?

If the onboard Wi-Fi is working then your RPi must have a BCM2837.

There is an outside possibility that ARMv7 is reported as the powers that be realised that all the GPIO libraries might be broken if ARMv8 was reported.

It is perfectly normal that ARMv7 is reported. The CPU is capable of ARMv8, but Raspbian and all other distributions still use a 32 bit ARM kernel and userland. The CPU boots up in 32 bit compatibility mode.

I was just reporting that I got half the BogoMIPS that @RaTTuS had, which seems a little odd. Using lscpu I get a likely looking:
Re. ARMv8, I'm guessing it won't be possible to boot a 64-bit kernel (e.g. one of Linaro's) without support from Broadcom. The start.elf has to magically set up a load of memory data structures and ARM registers before it lets the ARM run kernel.img. I don't quite understand how it does this, but it'll be different between AArch32 and AArch64 ABI's. So almost certainly 64-bit support won't be possible without a new start.elf, which is proprietary BCM code.

I just got a pi 3, my goal is to have it running nextcloud and kodi.
I was checking temperatures and found something wierd. No matter how many firefox instances I open simultaneosly cpu freq never goes higher than 800. At idle it sits at 600mhz. Temps are around 57ºC at idle ( room temperature around 32 ).
This is the output of the comands that you suggested to check the cpu.

/proc/cpuinfo does not report the cores as ARM Cortex-A53 when running in 32 bit mode for two reasons:
The kernel is a V6 kernel; it is unaware of the V8 architecture so the CPU cores must present themselves in a way compatible with the V6 (Raspberry Pi 1)
Many drivers, libraries, services, utilities, and the kernel itself, use the information in /proc/cpuinfo to determine how to behave.
