LCD screen project

Hello,

I am looking to start a project and believe that Raspberry pi would be the best bet but I am unsure. What I am trying to do is have a background video looping (like a scrolling 2D background terrain) on a LCD screen and have a motion detector in place. When a motion is detected I would like to send a random animated gif across the screen like a car/bird/person/dog/cat.

Thoughts were that I would only require the following:
PIR-02
Raspberry Pi 4
Any Screen with HDMI Port
All power/connector cables required to piece these components together.

How feasible is this to do and what would it require in terms of the code development? I am new to Raspberry and want to make sure that I am going about this in a reasonable way before I start.

Most screens should be able to do it, but I'm afraid that you need a larger memory to play videos and use GIFs. I know an LCD can meet these needs, but it doesn't have an HDMI port.
Perhaps you could also look at the Raspberry Pi's touch screen, as I recall they both have HDMI ports.
