Raspberry pi 400 with usb webcam

I am doing an academic project whereby I am using a Raspberry Pi 400 to implement a smart camera for text to audio transcription. I'd just like to know whether I would be able to use a regular USB webcam to detect text from the camera feed or would I need a smart camera of some sort in order to implement this. Essentially what I am trying to achieve here is to detect text using the camera feed and translate back into English or the other way round and then have some audio translating this and then also have the text version of the translation show up on some sort of interface. Would you be able to shed some light on how I would do this and answer my previous question?
