I purchased a Pi 4B in Feb of 2022. I've been using it on and off without trouble. When I went to use it recently, it is completely dead. The red light and the green light both stay lit no matter what I do. The HDMI output is also completely dead (the monitor sees no signal and goes into sleep mode).
Even with nothing but the power connected (no SD card, no USB, no HDMI) it is just solid red and green lights.
I programmed a flash recovery microSD card but nothing happened with the pi when it booted with the card.
If I wiggle my eyes around I can tell the green led is pulsing slightly and very quickly which accounts for the fact that it is dimmer than the red led. The pattern is very fast and regular.
Is this a common failure mode on these boards?

try this:
- no SD card, HDMI connected and powered, then apply power.
you should get a display with the PI logo, and other stuff... like this: if so, i don't think it is dead. may be an issue with the newer KMS driver.... but i thought they fixed that in a recent update.

i had a Trash-80 model 1 (circa 1980). upgrading from 4k to 16k of RAM, i thought "i'll never use this much RAM".

Only connecting power and HDMI (to HDMI0, the one closest to the power port) and nothing else (no SD card, etc.), there is no HDMI signal at all. It doesn't even wake up the monitor. Swapping in a known good pi4b board shows the monitor and cable are working correctly.
When the power is applied, both red and green LEDs turn on and stay on. There is no flashing of LEDs at all.

So what does one do with a completely dead Pi4b? Is there a used parts market or similar?

It sounds like something PMIC related has failed. Are you able to measure the voltage on the 3.3V pin on the 40 pin GPIO header ?

Interesting. I read 1.5 VCD on pin 1 and 17. I'm seeing 5.3 VDC on pins 2 and 4.

Is there a repair option for this kind of problem? PiShop (where I purchased it) only tells me it is out of warranty so they will not replace it. These boards are so hard to find in stock that I would much prefer to spend a few dollars getting this working again.

Great news! Even though I was just outside the 1 year warranty, PiShop.us has agreed to make an exception to send me a replacement. I'm sending them the bad one back today.
