Wanting to play 4k30 videos from usb on boot

I have been searching and all I keep finding is 1080p maximum on the boot up options, I am using a pi4 which has 4k out as capabilities, and I would expect to find something in the search of others wanting to achieve this or others who have done this, but I am at loss... could someone direct me to other threads or solutions for this?

I will also take upscaled 1080p if that is the only option?

4k hevc files can be played by a pi4.
You need to use a player that supports acceleration. VLC (in fullscreen mode) and kodi are options that can do this.

so how in Kodi am I able to make on boot to launch videos?

Well I made a solution and made it easier for people with this same question to do this themselves.
