I have an old pc that I am setting up but it doesn't have bluetooth in it. I'm wondering is there's any way to use my Rasperry Pi 4 as a bluetooth adapter to connect headphones, etc which then forwards the signal to the pc somehow?

I'm not aware of such finctionality out of the box but you could probably write your own. The 4B can work as a USB device over its USB C port.
But realistically, unles your old PC lacks USB it'll be cheaper, easier, and quicker to just by a cheap USB bluetooth adapter.
Unless you're in a part of the world where taxes and import duty make that esseviely expensive.
