Min 'speed' will be dependant on your motors kV rating and your supply voltage.
One has a potentiometer for speed control, so how do you want to connect that one to a Pi?
Second one has PWM input, you can use HW PWM i.e. with 12-bit resolution.
I will leave it up to you to figure out the 'speed' resulting from 1 increment.
