Rain radar on mini LCD

I would like to do a project but I don't know how to start. I'm a very beginner.
Is it possible to display a map with weather on the display? I often use .com elevator (it always shows exactly where the rain cloud is going). I have a small display (up to 3 inches maximum) and I would like to have a live view of the cloud map from Windy .com. So that I can mount a small display on the desk next to the computer and know when to expect rain.
How to combine it all? It is possible? Thank you for your answers

Have a look at OpenCPN.

It's a tool designed for yotties and has a lot of weather stuff...Might give you some ideas.

Simplest suggestion is to get a small HDMI screen, and then auto-load the website to that screen, though the smallest HDMI screen I could find was 3.5 Inches. But even at 3.5 inches I would imagine that anything on the websites you listed wouldn't be of any use (way too small).

Have a look at waveshare display portfolio and make your pick in regards of size/prize/resolution.
