Please help: Pi3 Wifi not working: brcmfmac not loading

I want to use the Wifi on my brand new Pi3.

I flashed 2016-11-25-Jessie-lite to a 4 GB micro SD card.

After booting, iwlist wlan0 scan says "wlan0 Interface doesn't support scanning."

I have tried many different things without success:
1. Added dtoverlay=mmc to /boot/config.txt so that sdhost is disabled.
2. Flashed the full Jessie. Then apt-get update and upgrade. Also ran rpi-update

A properly working full jessie should find the on-board wlan0 automatically. You should not have to do anything to get it to work. If you did update and upgrade successfully, you must have had some connection. Was it ethernet? If still connected, it will bypass the wlan preferentially. What does the output of "ifconfig" look like?

I am unsure why you would bother with Jessie Lite on an RPi3. 8 and 16G SD cards are only marginally more expensive than 4G cards and just as fast. Also, do not expect a great range from the on-board wifi...the antenna is tiny and size definitely matters. Even if you are able to capture a signal, you may be slowed down by low signal strength.

Yes, ethernet works properly.

My preference is for jessie. But I used that SD card with my Pi 1-B for a few weeks. So I can't be certain that I did not break something on it.

I have tons of experience with Ubuntu and even Red Hat, so I'm comfortable not working with a GUI.

What have you got in /etc/modprobe.d? Is there anything in there that's blacklisting brcmfmac?

No, it's stock jessie:
The blacklist only contains PCI style framebuffer devices

/etc/modules and /etc/modules-load.d/ is effectively empty.

No.

I'm using an official power supply (2.5A at 5.1V).

So I measured the voltage at pin 2. It's between 5.1 and 5.2 V during boot.

The voltage supplied to USB devices drops to 0 as part of the reboot process, but I suppose that's a documented feature.

From the output of modprobe -c , I conclude that the wifi device should be on the sdio bus.

But my /sys/bus/sdio/devices directory is empty. Is this the problem ?

I played a bit in config.txt with the dtparams for the sd bus. I turned debugging on and off. I also underclocked the bus. It turns out it does not boot without DMA.

Then I restored everything. Now I get a consistent error message in dmesg:

It's just not production quality. Supplier should identify these units and sell them at a discount.

I guess I'll need to buy a USB 802.11 unit.
