I just received my PI3B+ . Running FullStretch 2018-3-13. I tried gpio readall and get "Oops - unable to determine board type ... model: 13". What's missing ?
uname -a Linux ChB_NEW 4.9.80-v7+ #1098 SMP Fri Mar 9 19:11:42 GMT 2018 armv7l GNU/Linux. I tried apt-get update && apt-get upgrade but no improvement.
Where is the incompatibility between OS and new Hardware ? Or something else ?

You need to upgrade to WiringPi 2.46 from 2.44.

My wiringpi is already the newest version (2.44+1), So where do I find v 2.46 ?You need to upgrade to WiringPi 2.46 from 2.44.
