POE fan control?

Hi all,
I got a B3+ with a POE hat where I can't control the fan (both arrived 1 month ago, no old hardware). I read the common threads here and run every search I can in google. But nothing seems to stop the fan from blowing.

I use fresh buster 4.19.57-V7+ # 1244.
I see the overlay rpi-poe.dtbo in /boot/overlay and tried a lot of configuration in the /boot/config.txt. Even editing the overlay or the github overlays won't work.
The output from vcdbg log msd says that the overlay is loaded and the dtparam were fine, but still no change in fan speed.

Pi runs 24/7 with max of 38*Celsius and the fan make incredible noise right at boot.

I need help to stop the noise, please!

It's noisy at boot and then stops being noisy or it's always noisy? Does the speed get adjusted at all with temperature? I don't think it should be on t all once booted at 38C, but I don't remember the exact behaviour before the driver loads.

On boot ist starts a few seconds with full spin and than came down to a "middle" level with a very little bit of fluctuation.
But it never turns off !
Even blacklist the rpi-poe-fan module stops him from spinnig. It woks like hardwired and not software powered??

I have this behaviour on a set of 8 Raspberry 3b+ with POE.

What behaviour would you like? I'll try to reproduce it here and send you my changes. Then we can troubleshoot if it's still not working after that.

Should be completly turned off under 55*celsius. Above that level two steps to maximum spin would be great!

When the temperature is under 45 and the fan is on, could you please post the output of these commands?

Wire one or even two diodes in series with the fan and you won't notice the noise or be annoyed by it. I have a Pi4 running flat out doing audio work with a 5V fan in series with two diodes and it keeps the processor below 40degC at all times and I never hear it at all. This is a far more reliable solution than switching the fan on or off when it reaches what is still a 'too hot to touch' temperature.

It all seems a bit strange.

1) By default, as soon as power is applied, the fan will spin a tiny bit and then turn off until linux takes over. It should be off well before the Linux starts loading.

2) There's no evidence of a HAT being connected in the output

Uhoh, I got an idea: I use a modified header between the Pi and the HAT to get access to the GPIO. I think PIN 1, 7 and 9 aren't connected to the POE HAT anymore.

Which Pins are used by the POE HAT and which are passed through?

If you didn't connect 3V3 then the microcontroller wouldn't start and take control over the fan or identify itself as a HAT.
