how do I strip leads on this chip led : https://evandesigns.com/products/chip-n ... 8378885168 ?
my wire stripper (goes 20 to 30 awg ,) but seems to big for this wire. I also tried a razor blade.
Is the coating painted on?

The covering looks like plastic to me.
Not the greatest, but sometimes burning the end works when you can't physically strip the wire.

Try heating the plastics, even a soldering iron might work.
The plastic tends to shrink and expand away from the end, that might be enough to solder to the LED.
It looks like PVC, won't work if Teflon.

the wire looks like the ones used on those cheapo headphones or speaker set bought from the dollar store,
enamel (or polyurethane) coated stranded wires....
dipping the ends to be stripped in soldering flux, I use a soldering iron (at proper soldering temp) with a bit of solder on the tip...
its strip and tin at the same time...

poking around my LED inventory I happen to find my still unused "chip LED with wire"....
which seemed similar to the OP..
the package indicates
Wire: 250mm ⌀0.16mm (its a single core, polyurethane coated wire, in red and copper color, and tinned at the other ends)

If its a polyurethane enamel then it is solder-through, no need to strip. This is the same as Verowire/Vero-pens.

No, they don't really. If you view with a smart phone, you can zoom in easily closer an see quite easily that the coating is some form of plastic.

Years ago I used to wire-wrap my prototypes.
This uses 30AWG (0.01") with a tough teflon coating.
I had a dedicated stripper, but often used a cheap tool (which was basically crossed blades with a V notch and an adjustable depth stop) because it was faster.

I have some like these and they are good for multi-strand wire. I wouldn't dream of using these for wire wrap wire.
The strippers I used were much simpler - just 2 strips of hardened steel like scissors with a cam to adjust spacing.
