low reset(pin RUN) voltage level

Hello, everyone.
I have a yd -rp2040 board. When connected to a computer via usb with the "boot" clamped, my internal bootloader does not start.At the same time, the reset(RUN) voltage has a low level.Is there any way to reset this cpu bits state without using a debugger?

Which version or color of yd -rp2040 board ?

Just a hint, these boards have a Reset button, you need to keep pressed the BOOT button and shortly press RST button, then release BOOT.
